    guix hash, guix download: Support base64 format.
    
    * guix/scripts/download.scm (show-help, %options): Support "base64"
    format.
    * guix/scripts/hash.scm (show-help, %options): Likewise.
    * tests/guix-hash.sh: Test it.
    * doc/guix.texi (Invoking guix hash): Document it.
