release notes:
there was also the 0.93 release yesterday, so this message includes
news for both. the iso-8859-1 is temporarily hardcoded until i figure
out how to get things (i.e., guile) to go smoothly w/ invocation from
the command line. a complete, working, and not-too-hairy mechanism
already exists from Emacs, of course; how strange the world outside!
