guile-projects new database design version 0.2 available

based on detailed comments from Greg Troxel (thanks!), i've made some
changes to the guile-projects new database design.  check out version
0.2 at:

the task list on the index page has also been updated (in true PHB
style, i've elided two tasks, hand-waved another one into "ongoing"
status, and deprecated a third -- gotta keep the workers confused, you
understand :-).  other files to point idle web bots at are:
