Licensing issues

We have small license inconsistencies:

Andy: can you check whether the copyright holders for these Guile-Lib
parts have assigned copyright to the FSF, update the copyright lines
accordingly, and upgrade to v3?  (Don’t thank me.  :-))

The license of ‘pmatch’ also needs to be sorted out.
