"Internationalization Introduction" will be a goer then. It's
self-explanatory so there's no need for extra words on the info menu
line. (Having node names self-explanatory is of course much better
than adding extra explanation in a particular spot.)

It died for lack of interest, not agreement :). There's really not
enough active work to need to be strict about "stable". If something
works and has a good definition it can be released ...
