I put the new IERS leap second into the srfi-19 table for the head and
1.6. It's not yet in the download the srfi refers to,
ftp://maia.usno.navy.mil/ser7/tai-utc.dat
so I didn't use the table generator code, just put in the right number
(hopefully!) and added a test.
