Initial debian/* files in 1.6 cvs.

I've finished rewriting all the Debian packaging files from scratch
(to avoid copyright issues), and have committed them to the 1.6
branch.  These are close to, but possibly not quite, final form.  Once
I finish double checking (and fixing if needed) a couple more issues,
I'll be uploading to Debian unstable.

After that, I'll probably start shifting my attention to the 1.7
branch.
