Issues in ia64

Hello there!

I've been checking this once again.  I applied one more change regarding
the ia64 port to the devel tree (1.7).

Also I tested the guile-1.5.6 distro with the change.  The gcc 2.96
produces invalid code with -O2 turned on (segfaults).  Without the option
the test-suite just fails for the syncase.test (requires make-mutex, i.e.
threads), so this is acceptable.  I remember the gcc 2.95.3 has been ok
with the -O2 option turned on.
