looks like there are two kinds of snarfing: signature (arity) and docs.
the former is covered by guile-snarf, the latter by a whole bunch of
other programs (which could use some cleanup, IMHO).  i'll write some
documentation for guile-snarf and move it back from noinst_SCRIPTS to
bin_SCRIPTS.  for the rest, i'll add a blurb to NEWS.
