release questions

whoever did 1.4 release -- do you have a script i can use?  if so,
could you check it into guile-scripts?  doesn't have to be pretty.

also i'd like to include release version/date in NEWS -- i find the
"changes since X" comment to be particularly suboptimal.  is there a
good reason not to include current info (the file is named NEWS, after
all)?

lastly, does a 1.4.1 release now (in year 2002) necessitate changing
copyright dates in all the files?  or just those in the changed files?
(i'm hoping for the latter but am prepared for the former.)
