BUGS file

folks,

i presume the gnu.org machine where guile cvs repo is hosted has some
web-based bug-tracking system -- is anyone actually using it?

does anyone mind if i create a BUGS file?  i would find this infinitely
more useful than anything web-based since often i am not directly on the
net.

the proposed BUGS file would have a super simple format (we can add
traditional fields (severity, platform, etc) at a later date):

bug NUMBER -- ONE-LINE-DESCRIPTION
reported-by: SOMEONE, DATE
fixed: DATE (for guile VERSION)
OTHER-NOTES

bug 0, of course, would be that there is no bugs file.  ;->
