Suggestion to export filltime from libguile

Hi,

In maintaining Guile SimpleSQL, I've had need to convert from struct
tm to a Scheme format.  Guile SimpleSQL currently uses a copy of
filltime from libguile/stime.h.  It'd be useful if libguile provided a
filltime as a public function (possibly called "scm_makfromtm") to do
this, and would also set a de facto time/date format for Guile.
