I can see the benefit to this, though I suspect that managing this
info manually (along with perhaps other time-related info) directly in
the file might be as good or better (i.e. expected completion dates,
adoption dates, when people feel like putting them, etc.).

Alternately, as you point out, we might be able to let "make dist" (or
similar) handle updating the relevant info.

In any case, I'm not adamantly opposed to having the CVS id tags in
the TODO, but I do suspect it's going to cause confusion from time to
time.
