At least partially because guile didn't have a release manager.  Now
it does, namely me :> I got swamped about the time I took on the job,
but I'm better now, and I'll be branching guile this weekend so that
HEAD is 1.7.x and the stable branch is 1.5.x.  Then we'll see about
getting 1.5.x cleaned up and released as 1.6.0 RSN.
