Log message:
        Merge HEAD and branch_release-1-6 TODO files into this one.  (Mark this
        task as done.)  Put "1.8.0" and "1.10.0" items into "Eventually" since
        some of them are about removal, for which there is no coherent policy
        (yet).
        
        Move "Eventually" to end for consistent overall order.
        
        Add to "Guile 1.6" three process-related tasks: bugs/TRIAGE,
        build/stability.text, and bugs vetting.
