[PATCH] tests: remove cmdline_cat and gfxterm_menu tests

cmdline_cat takes a checksum of a screen that includes the grub
version number, so it has been broken since commit 94d9926a6640
("Release 2.04~rc1"). That was in April 2019.

I have not been able to get the gfxterm_menu tests to pass under
any configuration.

These tests aren't providing any extra information - because they
always fail we don't learn anything from them. They are also stopping
'make check' from ever passing, which means we are less likely to find
out if anything else has broken. It also disincentives people from
writing more tests.

We could regenerate the checksums, but I don't know if the gfxterm_menu
ones are correct - the Arabic images don't have the letters joining
correctly, so I'm a bit suspicious!. It also puts us in the position
where the tests could be broken again by just bumping the version number.
Instead, remove both tests.

With this, 'make check' can pass (at least on my laptop) in a number
of configurations, including x86_64-emu and i386-pc.

I had a crack at getting this into Travis CI, but I had a lot of
trouble with the existing boot test. Then I realised that there was
a whole series of Travis improvements that never got merged. Maybe
it would be worth reviving that at some point but I have burned up
all the time I can afford to dedicate to Travis for now (and more!!)
