The problem here is not missing translations but wrong locale path. I do not have grub translations either (actually I did not even install grub in the first place, I run grub-install from the build dir).

File or Directory not found

but in the config.log is

--localedir=/usr/share/locale

....

localedir='/usr/share/locale'
#define LOCALEDIR "/usr/share/locale"
