I misunderstodd the cmd syntax, its like:
if [ -n "${rows}" -a -n "${columns}" ];then
terminfo -g ${rows}x${columns} console
fi
Now it works if booted with domU.cfg like:
kernel = "/path/to/grub.xen"
extra = "rows=263 columns=64"
