I figured what's going on.  Original headers depend on a few
OpenSolaris-specific definitions.  It's mostly trivial stuff, but FreeBSD
developers opted for wrapping those headers around compatibility
glue instead of patching them, and as a result these headers aren't
usable outside their compatibility build environment.

I sent a report for <sys/nvpair.h> to OpenSolaris BTS:
