Framebuffer console works just fine with no KMS if video mode is
already set and video parameters passed. At least technically. Just
that you won't be able to do fancy stuff like acceleration before you
load complete drivers. An example of OS which boots in such mode is
OSX - it continues in the mode set by booter and uses the video for
showing either scroll wheel or text.
