For me it boils down to getting groff to do best-effort hyphenation.

Despite my convictions as a Chomskyite critic of U.S. foreign policy, I
am inclined to a bit of Yankee imperialism here for the sake of pure
convenience, for us and for the user--if the locale matches "en", one
gets _some_ hyphenation patterns that will be mostly correctly as
opposed to none at all.

If Commonwealthers are sufficiently annoyed by Uhhhhmerican hyphenation
patterns being applied to the Queen's English, they should contribute
en_GB hyphenation and exception files.  I for one would be delighted to
accept them if there are no technical deficiencies.

Also there is a stupid error in the locale comparison logic in the
public version of my patch (I'm matching the whole string instead of
just the language part).  There is no need to point it out and I will
update the bug with a fresh patch at some point.
