Did you resolve this? I cannot reproduce it.
The following procedure works fine for me on my Debian-based box.
wget https://ftp.gnu.org/gnu/groff/groff-1.22.4.tar.gz
tar xfz groff-1.22.4.tar.gz
cd groff-1.22.4/
./configure && make -j check
"no configure script" makes me suspect that the groff archive you have
is not the correct one.
The one I obtained from the URL above has a sha256sum of:
e78e7b4cb7dec310849004fa88847c44701e8d133b5d4c13057d876c1bad0293
Does yours match?
