On a Fedora system,

    $ dnf whatprovides /usr/bin/pfbtops
    groff-1.22.3-20.fc31.x86_64

So you could try something similar on your Red Hat system to see what
package provides that executable.  Or does /usr/bin/pfbtops exist and
the software you're attempting to install not recognise it for some
reason?
