Paperwork...... The updated user's manual needs to be reviewed, and there's still a preliminary description document that needs to be finalized. That document describes how the parts fit together.

While I won't disagree too loudly with the first part, that particular document is the exact opposite. It is a utility document, a gdiffmk markup that exists only to flag the location of changes that were made to the nroff/troff user's manual; it doesn't use paragraph adjustment at all.
