Maybe I misunderstood your question?
This works fine, e.g. with ms:
.EQ
\[Po] \[:u] \['e] \[te] \[fa] \[st]
.EN
I often refer to groff_char(7) for the list of symbols:
man -t groff_char > somefile.ps
