[Groff] pdfroff: does spdf work well with RP?

With pdfroff I get

 macro error: RP is not allowed after the first page has started

even when RP is used before TL, AU, etc.

If I don't use RP, then the title info appears
after TOC and references, which is not great.
How can I make the title page be the
very first page in the final PDF file?
