[Groff] Requesting help for debugging groff build fail on NetBSD

Hello,

build of groff on NetBSD fails with

make  all-am
make[1]: don't know how to make contrib/chem/chem.1. Stop

It did work at least until 10th of August.  There had been a change to

contrib/chem/chem.am

since then:

@Bernd or @Bertrand: Do you have some idea what can cause the issue?  Of course 
BSD make does not behave exactly as GNU make but 'configure' should take care 
of it.
