For my tests LABEL is aligned with the normal right margin (outside .DS).  
Could you please send an example document?

But I notice an other problem:  If I use .DS 1 1 (enable fill mode) without .EQ 
for this test, the right margin is shifted to the right side and effective line 
length stays the same.  This looks like .po is used instead of .in in .DS.  If 
this is the case it would be a bug.
