I think you've found a bug.  I tried a couple of info files, and
-n couldn't find the requested nodes.  However, there is a
work-around.  Instead of

    $ info -n 'Operators in Conditionals' groff

try the 'g' command in info:

    $ info groff
    g Operators in Conditionals

That works just fine here.
