yes, with your defs.patch applied (and the other patched stuff removed) it 
works:

groff -v 

now gives:

GNU groff version 1.22.2
Copyright (C) 2013 Free Software Foundation, Inc.
[disclaimer stuff]

called subprograms:

GNU grops (groff) version 1.22.2
GNU troff (groff) version 1.22.2
