[Groff] UTF-8/Unicode Implementation, Paragraph-at-once Formatting and Right to Left Text

Hello,

Just wanted to bring this to the attention of the list.

Neatroff - a C implementation of Troff.

Supports unicode, does paragraph level formatting instead of line by line
and also supports right-to-left text for languages that write in this
direction.

May be worth a look to see how some of these features can be adopted by
groff.
