Works for me.

    $ printf %s\\n .PS 'box "hello ä"' .PE |
    > preconv -e utf-8 |
    > pic |
    > groff -Tutf8 |
    > grep .
    ┌──────┐
    │      │
    hello ä│
    └──────┘
    $ 

Please provide an actual example input and command line that lets us
reproduce your error.
