I don't see that space here, just U+2026.

    $ printf '.pl 1v\n%s\n' 'a\[u2026]b' | groff -Tutf8 |
    > iconv -t ucs-2le | hexdump
    0000000 0061 2026 0062 000a                    
    0000008
    $
