No, this statement about Debian's behaviour is simply untrue and always
has been.

Debian did determine that GFDL-licensed works containing unmodifiable
sections are non-free per its guidelines
(http://www.debian.org/vote/2006/vote_001 - note that this is
confusingly laid out, and the winning option was Amendment A).

Debian has never had any widespread objections to GPLv3, and has
certainly never considered it non-free.  Packages using GPLv3 have been
in Debian main for years.

Of course you are entitled to have whatever opinions you like about the
GPLv3 - but please refrain from spreading untruths about Debian in the
process.
