Use NEWPAGE.  There are a few conditions that mitigate against using
.bp safely all the time.

I'm having trouble visualizing this, but I think the answer is no.
Yes, I was to succinct. My intention was to set the 'index' in two columns, much like .2C of mm and ms, where the content, once it reaches the bottom, will automatically overflow to the next column .COLUMN is for the entire document sans COVER and .MCO doesn't give me what I want.

Agreed.  I'll have a look at what you've done and see whether full
integration with mom is possible.  It's a bigger undertaking than it
may seem.  There are a lot of formatting issues that have to be
addressed if the user isn't to be stuck with an unsatisfactory,
one-size-fits-all template for indices.

That sounds good. No need to hurry. troff was around ?30 years and will be around for another 30 ones. I like the monolithic yet configurable approach of mom!
