Saying a large amount of vertical space is needed with .ne works, though
there may be an official better way.  Also, note how the top of the
second column ends up starting higher.

    $ (seq 20; echo .PP; echo .2C; seq 42;
    >     echo .br; echo .ne 10i; seq 42 -1 1) |
    > nroff -ms |
    > cat -s

    1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20

                                    42  41  40 39 38 37 36 35 34
    1  2  3 4 5 6 7 8 9 10 11 12    33 32 31 30 29 28 27  26  25
