No, it doesn't; (at least, not in *native* MSW code).  Ralph's 
statement is correct in respect of POSIX-like systems, but becomes 
misleading in the context of a prior discussion of MSW.

You can't, except when your code is written for, and run in an
emulation environment such as Cygwin, (or MSYS, which is a minimal 
fork of Cygwin-1.3 anyway).
