As an additional affirmation, have a look at the table at page 7 of
CSTR #54. It explicitly says:

  2.1 \’ ´ (acute accent); equivalent to \(aa
  2.1 \‘ ` (grave accent); equivalent to \(ga

The mappings

  \' -> \(aa
  \` -> \(ga

are hardcoded in groff.
