There are also scalable fonts which have this glyph. The attached HTML
file shows that on my Linux system, scalable fonts containing U+27E8..U+27E9
are available to both mozilla and konqueror. Your system may be different,
of course.

No. All modern free GUI toolkits on X11 use the Xft library (as opposed to
the old "fontset" technique), which knows how to choose glyphs from the
right font. With Xft, it is enough to have a single scalable font with
U+27E8 in it, to get it displayed right in most situations.
