I can't confirm this.  I've inspected a few fonts and those
that I've looked at all have their own "fraction" character,
and they're all different.  For example, the one in Times-Roman
is somewhat narrower than the one in Symbol.  And in Minion
(the PostScript Language Reference Manual (third edition)
is set in Minion) the ends are not horizontal as in Times,
but more like perpendicular to the stroke (see the glyph
image shown in StandardEncoding Encoding Vector, page 784).

Yes, that does seem to be true in general, at least for the
Adobe fonts.
