How about (note the dot)

  .ie \n[FormatterPass]=1 \{.\" On the first pass, open a file to store

Only if there's nothing else on the line.  A *control* line,
which expands to nothing, however, is *completely* removed.

  \" this causes a blank line
  .\" this doesn't
