I did very little that was specific to MKS, though I'll admit I'd have had
a very hard time without their port of GNU make.

In the past, configure would fail for the silliest of reasons; with a few
exceptions, this no longer seems to be the case.  The normal groff
distribution now is very close to building under Win32/MKS/MSVC with almost
no modifications, and I see no reason why it wouldn't also work with
utilities reasonably similar to MKS.
