The FHS constructed /usr such that it can be mounted read-only. So
/usr/tmp should not exist.
The preserving action of /var/tmp makes it a special place that should
be used with care.
/tmp or some subdirectory of the user's home directory are the main
solutions for temporary files. Though some systems have /tmp only with
restricted writing access.
Fortunately groff defines the environment variable $GROFF_TMPDIR for
all cases.
