The groff document at Node: if-else says that
.if expr anything
executes ANYTHING if EXPR evaluates to non-zero.
Actually, if EXPR is a negative number, ANYTHING is not
evaluated. This seems to be Solaris troff behavior
too. So I am not sure if it is the document or the
implementation that is to be corrected.
