[Groff] new vim syntax file for g/troff

Robert Goulding noticed a silly and obviously annoying bug in the syntax 
file distributed with vim 6.2e (.PSPIC macros highlighted as preprocessor 
code). The attached files fix this and add a couple of new features 
including highlighting of extra space after punctuation marks (yay!). I 
hope this file will be included in vim 6.2f. It works with all the 6.x 
versions.
