I've been looking for something like this for quite a while,
and thought maybe some of you might also be interested:

It's up to version 1.9.17, so I'm not sure how I missed this
in searches. I found a link to it on a Java-based outliner
web page.
The outliner stores its files in a simple XML format; it's
very easy to transform to -ms or -mm. It also works with
OPML, an attempt at a standard for outliners. I wrote an
XSLT stylesheet to transform OPML to -mm; email me
offline if you want a copy.
The distribution as "shipped" lacks a manpage describing
the config file. I wrote an awk script that builds such a
manpage from help text embedded in the source code...
again, if anyone wants a copy just let me know.
