[Groff] soelim raw and TeX modes

Attached please find a tiny patch to soelim, which changes .lf emitting:
If -r (--raw) is set, no .lf lines are added to output; with -t (--tex)
the added .lf lines are preceded by percent (= TeX-comment) signs.

This would allow to use soelim also in non-groff context, as a general
file-inclusion preprocessor; e. g. for TeX, or assembler programming.

I hope that this patch doesn't hurt and would be happy if you included
it into soelim.
