Hi,

Unlike tty-char.tmac, tty.tmac sources latin1.tmac only if the latin1
device is in use. Since other devices also define their input encoding
as ISO-8859-1, is there any reason not to remove this condition? If it's
there for ascii then !'\*(.T'ascii' might be a more appropriate
condition, since it currently excludes the utf8 device.

(I realize that groff_char(7) strongly suggests not to use characters
outside US-ASCII except via named glyphs, but unfortunately I have to
deal with many man page authors who apparently haven't read this
admonition.)
