[Groff] latin-2 and latin-9 input encodings added

>From the NEWS file:

  o Input encoding files for latin-9 (a.k.a. latin-0 and ISO 8859-15)
    and latin-2 (ISO 8859-2) have been added.  Example use:

      groff -Tdvi -mlatin9 my_file > my_file.dvi

    You still need proper fonts with the necessary glyphs.  Out of the
    box, the groff package supports latin-9 only for -Tps, -Tdvi, and
    -Tutf8, and latin-2 only for -Tdvi and -Tutf8.
