Note to contributors,
The order of the arguments to URL in www.tmac was changed from 1.17 to
1.18. The url and the string are reversed.
Refrain from such content free changes in the future as it makes for
unwarrented editing of existing groff source such as adding
.rn URL URL_new
.de URL
.URL_new \\$2 \\$1 \\$3
..
